Propaganda: safety risk for education otherwise than at school

 

Home educators are currently subject to enormous amounts of propaganda and "spin" suggesting that education otherwise than at school is a high risk area for children. * Unprecedented effort is being put into forming "evidence" that a child not in a school is a child at severe risk of undetected abuse.

So far the propaganda supplied by detractors has not produced any real evidence, only hearsay and drama, that current levels of state regulation of education are not adequate to manage any concerns about children who happen to receive their education otherwise than at school.

This sort of propaganda is however not a new thing. Sadly home educators have previously had to challenge erroneous remarks in the press linking child abuse with home education. In March 2004, The Association for Education Welfare Mangement (AEWM) asked the then Children's Minister, Margaret Hodge, for the power to check up on home educators because, they alleged, "Some parents claim they are educating their children at home to hide the fact they are abusing them".

 

However, Jenny Price, general secretary of the AEWM later apologised for misinforming the public.

 

Truth about safety risk in school

 

The links below serve as a reminder that it is no coincidence that many parents find education otherwise than at school a much safer place than school for their children. It took just a couple of hours to find and upload over 60 of these examples of severe abuse in schools that came to court and were allowed to be reported - imagine what a thorough search and unrestricted reporting would reveal about the places that NASWE and the London Safeguarding Network would have us use to protect our children.

 


 

Tackling Violence in Schools: A Report from the UK states: "While violence in schools is reported anecdotally in the media and on telephone helplines such as ChildLine, there is no central register of violence in schools statistics available from either the DfEE (personal communication) or the Home Office (personal communication). Currently, the best indicators for violence in schools are available in the form of school exclusion statistics from the DfEE and DENI, pupil/teacher and parent/teacher violence statistics taken from the British Crime Survey (1999) and prevalence rates of pupil/pupil bullying suggested by independent research."

 


The Investigation and Referral Support Coordinators (IRSCs) (now replaced by Allegations Management Advisors based in Local Government Offices and working with the Local Safeguarding Children Boards) were asked to work with LEAs to undertake an audit of allegations against staff for the periods September 2001 to August 2002 and September 2003 to August 2004. Some of the findings:

 

  • 0.4% of the workforce (all school staff) faced an allegation of abuse in the year 03/04

 

 

Using the research reference to total workforce of 427,700 teachers and 243,100 support staff, (670,800 personnel) this amounts to 2,683 staff facing an allegation of abuse in that year.

 

  • 64% of those cases were allegations of phycical abuse or inappropriate handling, 15% were re inappropriate language or behaviour and 17% were re sexual abuse.
  • 24% of all cases led to an investigation under s47 of the Children Act 1989, 11% of which determined significant harm
  • 31% of all cases led to criminal investigations, 4% of which led to a formal caution and 12% of which led to the member of staff being charged with an offence. A further 19% of these were referred to the CPS for consideration with a third of those eventually going to court where 71% resulted in a conviction

 

This equates to 33 formal cautions, 100 charged with an offence and 158 more referred to the CPS of whom 112 were eventually convicted

 

 

- 255 school staff seriously harming children (numbers unspecified) between September 2003 and August 2004 where a child was brave enough to bring a case and sufficient evidence was secured.

 

This is apart from the cases that were referred for S47 investigations. The tip of the iceberg?

"In 2007-08, ChildLine received 68,758 calls about physical abuse, sexual

abuse, emotional abuse, unspecified abuse, school problems and bullying.

Records show that in 11,705 calls the perpetrator of the abuse was unknown.

However, a collation of the number of calls on this issue show that 1,491

children counselled, a teacher was identified as the perpetrator of the abuse.

This figure (1,491) includes all calls where a teacher was mentioned as the

perpetrator of abuse and could include repeat callers or calls which do not

appear genuine in their presentation. The figure also only includes the number

of children and young people who positively identified a perpetrator of abuse,

many did not; thus the actual number of children and young people abused by

a teacher or another member of the school staff could potentially be larger."

Evidence that families, not schools, are the real "safety net". 

 

The BBC's Newsround team surveyed 1000 children aged between 6 and 12 years and found that "In a crisis, 76% would turn first to their mother for help, 11% would choose their father and 2% would go to a teacher"

 

 

In a study reported by the NSPCC, 1979 young people aged 18 -24 years, were interviewed about their childhood experiences. They reported many sources of adult support and advice within their families and communities. 69% said they would turn to their mother with their problems or dilemmas, 40% to their father and 21% to a teacher (the total of greater than 100% indicates some children reported more than one source of help).
