and after asking for clarification about the term "formally", the following was received:

"I can confirm that the Local Authority did not submit a response as part of the consultation either formally or informally."

Clarification was sought because it appears from other answers to FOI requests that some LA staff have sought to keep their responses confidential by calling them personal responses, despite in some instances using LA e-mail and snail mail contact details.
